The area traces its settlement to George Ira Miller, who platted the town of Ruskin in 1910 as a utopian agricultural colony named after British philosopher and art critic John Ruskin. Tampa Bay itself was labeled Bahía de Espíritu Santo (Bay of the Holy Spirit) on the earliest Spanish maps from 1584, though by 1695 the region appeared as Bahia Tampa. The quarter-mile stretch of white sand beach nestled within Little Harbor Resort developed as part of the marina community established in the late 20th century, transforming from agricultural land into a waterfront residential and recreational destination.
